Are polar bears tameable?

Are polar bears tamable? would you be able to keep them as pets with a license whatsoever? and is their a small polar bear, like a species of polar bear that is about the size of a med/big dog?

i read a book about polar bears and it said when there on all fours there about 4 feet tall at the shoulder.
