In Pokémon Crystal, the only way to get the item (the GS Ball) is to own a Japanese version of the game, or using a cheating device like a GameShark or Action Replay. In the Japanese version, you use the Pokémon Mobile System, which is pretty much defunct now, given that Pokémon has advanced beyond the Game Boy Color by a long way.
You'd do better to try and get a Celebi through other ways and means...
Well, i didnt remember this correctly, because my good old gameboy color is broken now. I think you should collect all the gym badges. Then talk to a girl at azalea town (i forgot where is she) she will give you GS BALL(if i remember this correctly) give it to kurt, then wait until one day. Kurt will give you something. Put it at shrine.
