Well, it's either:
1. The Coma Theory, when he fell off the bike/got struck by lightning he was put into a coma and all of his adventures are pretty much a dream. (Idk much about the Ho-oh theory, so yeah.)
2. They want to keep Ash the same age because the show's audience is directed to around 10 year olds, and they want to keep him the same age for the kids that turn the age and.. I cant explain it xP
Well you know why he's still 10 years old it's the same with sonic kinda he's still 15 years old even though all those years characters from TV shows and games sometimes have the same age for some reason it's because they want to keep it that way or something because well that's their age
The target audience for the Anime is around 10 years old. Even though, there are many fans who are over that, they don't want to lose that audience. Therefore, they keep him 10, so kids that age can relate to him.
