Shedinja has one of the lowest stats due to his HP (and honestly, he needs no defense/sp defense either, just attack/sp attack and speed), but I don't really count him since his ability is pretty cool.
I don't count Magikarp (200 base stats) either since he has better stats than Sunkern, plus he has a badass evolution, unlike Sunkern (this one is an opinion) and Luvdisc.
