How does Feebas evolve on sapphire?

I wanna catch em all on sappire on my pc but i dont know how to evolve Feebas.

As far as I know your supposed to trade Feebas to another clever player WHILE holding the prism scale. Since I do not have this game, I don't actually know if you can actually trade. But the link thingy I was talking about is completely right I promise you. You can also start leveling Feebas up on MAXIMUM beauty.

in black and white u trade it while holding prism scale not in sapphire in sapphire it has to have maximum beauty
