How do you set up game sync?

I want to catch the 4 eeveelutions in there. But it says you have to set up game sync settings even it is already is. (If i got that sentence wrong plz play pokemon black/white tap on he question mark and go to the page tthat kind of matches the sentence i did, please write it down for me.) So when i tapped game sync settings it said i coukdnt do it and i have to go to this nintendo website.
