I don't really know.Yes because it would be awesome.No because if someone got mad at me if I done something they didn't like I would be doomed if I didn't have somebody to protect me.
Do You Mean of The Teams/Gangs (like Rocket,Aqua,Galaxy/Galactic and Plasma?) Well If You mean of them I don't think the Pokemon world would be a better place if any of them ruled the Pokemon world..their goals aren't really for the good of Pokemon..or some are but they're just too far fetched..so I'm not sure if I want any of them to be..well unless you mean something completely different.
