No. There's a pattern of certain things you have to do to make it appear.

No, but you can hack it to make it appear. I think you get it if you encounter a pokemon b4 you get your 1st one

If you catch it, it multiplies every 6th item in your bag to infinity, allowing you to never use it again. But that's just one of missingno's many glitches.
