Peyton in Season 1, Lucas in 4!

^I think the same, but I also think that near the middle of season 4 like around the time Leyton got together she started missing Peyton more.

While there is no doubt in my mind that Brooke missed Lucas like crazy in seasons 1 and 4... I really think she missed Peyton the most based on what we've seen. In season 1 she tries to talk to Peyton on multiple occasions when she needs a friend, but then decides against it once she sees Peyton talking to Lucas. In season 4 she carries around her posh spice mug made by Peyton on her birthday, then looks through a photo album of pictures of her & Peyton in previous years celebrating her birthday, and then even goes to meet Peyton in their annual tradition of Peyton stealing a gift for her after Rachel tells Brooke that Peyton's actually a good friend. That episode is standing out in my mind the most b/c it was just shown on Soapnet the other day... but it seems like Brooke really misses Peyton like crazy at the beginning of season 4- she just feels too broken-hearted and betrayed to tell Peyton that.

While Peyton's #1 person seemed to be Lucas... I'd say Brooke's was Peyton. I don't think she ever cared about anyone the way she did about Peyton.

Season 1 Peyton, Season 4 Lucas as said before. In season 1 even though they both hurt her, especially Peyton, you could see the major Peyton sized hole it left in Brooke's life and the way she I wouldn't say easily but after she was ready to forgive Brooke forgave Peyton completely, way before she forgave Lucas IMO. But in season 4, Brooke was totally in love with Lucas and a part of her (a very large part) resented Peyton because of the "I think I have feelings for Lucas" and "Do you love him" talk + the way that Peyton was always around him.

even if Brooke didn't want to admit it I think she missed Peyton way more. In S1 she tried multiple times to talk to Peyton & they 'collaborate' in the cheerleader competition (Brooke cries and rip the photos). In S4, I think is more clear that she miss Peyton. She went to the mall to meet Peyton, she kept the mug, she asks to Haley how she was after Ian first attack etc.
The thing I hate about Brooke is that when Peyton decides to give up on them is the moment she realise she can't live without Peyton. It happened both in 1x19 (in the beginning of the episode Peyton state they aren't friends anymore but in the end you see Brooke by Peyton's side against Nikki. In 4x15, after the huge fight and Peyton said Brooke was death for her is the moment Brooke starts to care again)
