Too emotional? I don't think so. It's hard to characterize someone as TOO emotional. But she is definitely very emotional. She experiences great highs and great lows with very little in between. But that's how I like my characters. I want to see them really happy when they're happy and really depressed when they're miserable.
I like my characters intense, and being emotional often leads to being intense. My favorite seasons & moments of the core 5 are when they are all very emotional.

And in response to laleybff's comment:
If you don't consider her part of the "core 5," then who are the 5 characters? Wouldn't it be "core 4?" And you may not like her, a lot of people don't, but I'm pretty sure she was actually the character in the most episodes ever on OTH. She wasn't in the pilot, but I think that's the only episode. Haley wasn't in 2 episodes from season 2, Nathan wasn't in 5 (I think it's 5?) episodes from season 9, and Lucas & Peyton were both missing from 3 entire seasons (except for Lucas's guest appearance in 1 episode of season 9). So you can hate her and she can get on your nerves, but if she's a recurring character, so is every other character on the show.
