Well, actually it depends if we're considering only the character from the musical, or we also have Phoebus from the book on our mind. If only this character from the musical, yes, he's a jerk, who had no idea what love is. A cruel and heartless asshole. But if we'll think of this version from the book, he's just stupid emotionally torn guy. Remember that when he saw Esmeralda, before Quasimodo took her inside the cathedral, Phoebus was stunned to see her, like something inside him still loved this Gypsy. I think he wasn't so bad as many people think.

But, once again, if we're considering only Phoebus from the musical, yes, he was a totally jerk.
