Discord isn't evil, he's a fool, he doesn't want to rule over anyone he just screws around with his powers when he could do something really evil with them. Cotton candy clouds and chocolate milk rain, yeah, really evil, what's he gonna do next, make rivers run red with soda? What a joke.

Chrysalis is definitely the most evil, but Discord is a close second for me. Discord actually displays a lot of evil in the episodes The Return of Harmony. Discord does not physically hurt the ponies what he does is mind games which is just as devious and dangerous. Remember Discord was the only villain that was able to corrupt the mane six. Chrysalis is only more evil because she and the changelings actually have the potential of really hurting the ponies of Equestria because they feed off of energy such as love.
