I think they're important because they truly got the community together and as catastrophic as the Derpy situation was, it was because we cared about this pony, and, well, a lot of the community became interested because of Derpy, Vinyl, Lyra, etc.

Oh, and about Derpy. I love Derpy, and I hated when they got rid of her. But I understand why they did it. The writer didn't realize what "Derpy" means and think, without that writer, we wouldn't have Soarin', so I'm fine with her... And besides, Hasbro would hate to insult the litterally 10 fans who wrote angry letters...
I am not hating on Colgate or Rina-chan. This is my opinion, and only my own.
I mean, don't get me wrong, I love this fandom to pieces, but sometimes, they take things far ever so slightly. The fact they take their time to appreciate the small works of the show really is amazing, but it's also quite unusual in a way that shocks me a little.
I love the ideas, personalities, histories, etc. that have been attributed to the mostly undefined "background" characters. I love how we latch onto them, even if they've only been seen once or a few brief times here and there. It's creative and terrific. I have ALWAYS been very fond of secondary, tertiary, and generally "less important" characters--the mysterious ones about whom you can interpret information and come up with cool ideas yourself, without being directly fed all the details right away. They're intriguing and appealing.
The background ponies can never take the place of the mane cast, but it goes without saying that they're important to the show and especially to the fandom. Yes, if a pony appears onscreen, you can be that s/he is going to get pictures drawn, story ideas written, etc. They may not have really done much of anything as far as we can see, but where's the harm in fans using their imaginations?! Some of the stuff that has been come up with and spread around and stuck for certain characters is a bit bizarre. I mean, the whole "Lyra wants hands and is fascinated with the idea of humans" thing isn't exactly rational. But so what? Until it's fully contradicted, we can believe it--or at least joke about it! Everyone can have their favorite mane characters and background characters. 'Tis fun. We work together to essentially create new, fleshed-out characters from ponies we see onscreen briefly.
I do not agree at all that ponies such as Colgate and Carrot Top are "overrated." If anything, my Carrot Top/Golden Harvest is among the least appreciated of the commonly inserted Ponyville "backgrounders." Colgate/Minuette was given some more recognition recently with the very nicely done videos of her, but she's still nowhere near Derpy or Vinyl or anypony such as that. No "striking or unique properties?" Well, they may not be DJs wearing shades or play the cello at high-class gatherings or deliver mail or anything like that, but a pony doesn't necessarily have to do anything in particular to be attractive to a fan. Lyra does not have any more unique known personality traits or a more outstanding appearance than either Colgate or Carrot. We gather our notions about all of them based upon their cutie marks, where and when they've appeared, whatever we HAVE seen them do in their moments on camera, as well as any small lines they may have uttered. (Also, I do not believe that Derpy was a palette swap.) You can regard whomever you like as "overrated" or "underrated," but those are highly relative and subjective terms.
Okay, Derpy has her whole schtick with the eyes, clumsiness, and so on. She's kind of an exception, though--the original "attached" BG character, a mistake who transformed into a full-fledged individual in people's minds. She was canonized in a very special gesture of appreciation towards the fans. Sadly, that went awry due to the total misunderstanding of a few 'politically correct' folks. The inclusion of a wall-eyed, ditzy, bubbly, klutzy, good-hearted, sweet, enthusiastic, working character is not an insult towards the mentally disabled. In fact, you could interpret her as being a positive representation if you actually read into it that Derpy literally was impaired. Otherwise, she's still a relatable character to most of us; who has never had a "derp" moment?! Not to mention that the group which supposedly should have been offended can stand up for themselves if they are, and don't require the patronization of random self-motivated 'media police.' :P
Besides, if you want to place a ban on all silly, dumb, air-headed, easily confused, or bumbling chracters, then you utterly destroy the comedic genre. [/end Derpyrant]
