It's a kids show that is appropriate for viewing for children and parents. To make it clear, just because it's appropriate for children doesn't mean it can't tackle mature topics or themes, similar to the show Arthur. However, this show is more on the comedy side than Arthur was, imo.
Anybody can watch it because of how the show is set up, due to the variety in action, comedy, and plot heavy episodes. It just depends on the person's taste. This isn't a baby's show though, because there's a lot of dialogue. Shows like Blue's Clues or Dora the Explorer tend to have more simple vocabulary and the pace is much slower than MLP, so its a lot easier to follow. (Nothing wrong with watching baby shows either.)

Of course not, even though it is rated TV-Y, which is usually directed towards young children. You know how there are games that are rated E for everyone? It's like that.
