Where is the best place to make an OC mlp character? Or how do you make one?

I use the pony creator v3 on deviantart.com. I don't really use any other types of programs, since I can't draw well.

Go to General Zoi's Pony Creator on Deviantart. That's how I made my alicorn OC.

I used Pony Creator Full Version on DeviantArt. I discovered this through a link or something, which is how I create my OCs.
