Toxie in 2+3 just sucked all around. Couldn't even take that seriously.
Dave as Toxie in 4 was good. But only if I don't connect him with Toxie 1. I think he's good as a new take on the Toxic Avenger. But I don't see him as the same Toxie from the 1st film. He is more goofy and more awkward than Mitch's Toxie. And sadly he also seems a bit more incompetent where he gets a bunch of kids killed when he hides behind them to avoid getting shot -even though he was bullet-proof in the first film.
