Yes, they are. You can tell that Janet admires MJ a lot. She has emulated his style and musicality quite a bit. She seems to have a lot of respect and love for him.
Yup their the closest you could probably get to a sibling. Michael claimed that sometimes him and Janet would come up with the same ideas at the exact same moment. She is very fond of her brother. You can tell by interviews, music, ect..

Look how hurt Janet looks in this pic. Remember she wore the word "pervert" on the back of her shirt at that MTV show. She was protesting in her own way, the slander and accusations being thrown at her big brother. Wow!!!
