in the anime explains the theory about a female lugia or the ditto but in the movie lugia is a unique and legendary pokemon that keeps the peace

In the anime there was an episode with a Lugia and a young/baby Lugia named Silver. There is no way Lugia would be able to breed without a Lugia of the opposite gender.

in the games, they're is logic behind why there is only one Lugia and is genderless. Because Lugia is a legendary Pokemon, and in the games legendaries are supposed to be more stronger than average Pokemon. So the game developers decided Lugia along with most other legendaries would be genderless to avoid people from breeding them with Dittos to make more strong Pokemon. Technically they'd be cheating and not being fair.

yeah I just felt like putting the pic there cuase I like it.not saying that one of is a boy and the one is a girl.Just showing that there can by another Lugia.

Probably yes... but maybe(is a theory) the genderless pokemon are does that aren't fully study yet, since never in the anime and games of pokemon there has been a profesor to study lengendary pokemon, so in my opionion there must be male and female legendary pokemon if not how can they exist over centuries because all i know is that there are legendaries but not immortals

Yes there are because there exists a baby lugia named silver from Episode 220 to 222. The one from the movie is the male which you can reconize at his voice. The one from the Episodes would be the female and has black instead of the royal blue.
