What does it mean when a guy tickles the palm of your hand when you shake his hand?

I like this guy and he likes me and whenever we give each other peace at church he always tickles the palm of my hand with his finger. When he does it and I look at him he has a mischievous grin/smirk on his face. What does it mean?
