I would say Gondor.

Gondor is more powerful, and has the largest military base. It's also the oldest, and in my opinion, the most beautiful.
Rohan, I believe it was stated, wasn't an independent country, but it was a part of Gondor before it was gifted.

But even as the Shadow grew, Rohan held it's honor. Gondor fell into decay, and while Rohan slipped, it still held in it's heart (the people) a sense of duty and honor to all mankind. It was Rohan that risked all it had left to save Gondor. And they paid a heavy sacrifice.

I love both Rohan and Gondor.
Rohan, because i ove the horses and the horse lords, and i love the scenes of it in the movie and the description of it in the book. =]
i loike gondor because of the design of the city- soo cool, and i love all the history around it- the numenorian kings and the stories of different kings and stewards. I also like the spike in the middle, its such a cool idea =] =]

that's a really hard question. Gondor put up a heck of a fight but they couldn't have without Rohan. I really like Faramir but I also like Eowyn and Eomer sooooooo. I'm going to go with I like them almost equally and Rohan a tiny bit more.

Being completely honest? Rohan. Especially when Denethor was watching over Gondor. That man was effed up.
I like Rohan better, a lot of that has to do with the Riders of Rohan. I like King Theoden too. Don't get me wrong, I like Gondor, but Rohan is better.

Rohan

Here's why:

For those of you who have read the books, you know a little bit about the history of Rohan, so you will know my direction here.

Gondor was decaying, falling apart and dying from the inside out. As Mordor's influence returned and grew, Gondor lacked strong leaders, their kings fading into memory, and the stewards losing touch of the Numenorian traditions. While the men of Rohan are not from Numenor, they came to the call when they where needed most.

Remember, Rohan has no formal military. Every man is raised on horseback, learns war from childhood...because the country has a very small military, the people are their own defense...but oath-bound to come to the Marshal's calls when war is declared. This makes Rohan's people possess something Gondor's did not: the heart of volunteers. There is nothing stronger than that.

So when Rohan was badly crippled after the Battle of the Hornburg, they still rallied, and knowing that the battle to come would be greatly against them, they went anyway. Gondor did not, and likely wouldn't have come to Rohan's aid...had it the resources to do so. Selfishness infected Gondor, whereas it didn't infect Rohan.

It's people, it's heart, and ultimately it's honor...is what makes Rohan the better nation.

6,000 horse + 4000 foot (Dor-en-Ernil, Lossanarch) facing a horde in the hundreds of thousands...a matter of courage, strengthened by unquestionable honor.

When I read books, I look heavily at the historical sides of them. Tolkien couldn't write worth a damn, but dammit he made true LORE.
