I think Jon Stewart said it best. The United States and their allies (heavy influence in the UN) have specific freedom packages, depending on the country that needs it.

I guess it's one of the reasons why they did something this time - they wouldn't end up just standing there not doing anything like they did during the massacre in Rwanda.
