And it's that way for a reason, because they DONT love eachother, and Brooke knows that they never had, and will never have what him and Peyton have. Which she has made perfect clear. And Lucas never showed any sign that he ever even WANTED to propose to Brooke. The only romance we've seen from them since they split in high school was when he kissed her in NY, after which they talked about him and Peyton, and he said that he felt lost and didn't know what to do without her :) but other than that, no signs whatsoever that Lucas even wanted to propose to Brooke. And yes Brooke was part of one of his books, but not in the same respect that Peyton was. He wrote about his past with Brooke, but he wrote about being IN LOVE with Peyton. Lucas clearly doesn't even connect that book to Brooke, because he didn't even know what Nathan was talking about, when Nathan asked him if he was going to talk to Brooke about making the movie posted over a year ago.
