Yes, the closest to dumb is Magikarp, but you guys, Magikarp's evolution, Gyarados, which originally was to be Water and Dragon, (but since in R/B/G, the only Dragon-type move was Dragon Rage, which does a fixed 40 damage, so Gyarados would be too powerful, so it got the weird Water/Flying type, making it so weak to Electric attacks) is one of the strongest Water types there is.

Mewtwo, the genetic pokemon, created after the speices pokemon Mew. Mew can learn EVERY TM AND HM in existance plus transform and half of Mewtwo's normal attacks (like aura sphere and psycic)
