Probably, yes. Because of the fact that he defeated many powerful enemies. :D And you know, it's kinda unfascinating if he wouldn't be the strongest among the vongola bosses.

I picked "around the same" because when Tsuna was fighting Byakuran from Milliefiore in the Sky whirlwind shield, Vongola Primo came to him and said " I wish I could give you my powers."

tsuna can evolve into a better fighter than giotto and not just copy giotto's forms and attacks..!tsuna can be stronger than anyone coz he has to protect everyone like the sky that envelopes everything..!Go SKY ELEMENTS..!

Tsuna-kun can very well surpass the Primo he's strong himself especially if he keeps at it he can.

Tsuna inherited Giotto's power so I chose 'around the same' coz Tsuna is weak without the Dying Will bullet while Giotto seems strong and capable while being his 'true' self. They never really showed Giotto battling scenes but if Tsuna is supposedly bear many similiarity with Giotto, then it's the same power then.
