Personally I'm not sure its either one of them, I think it was just a joke and a way of getting 13 to contribute more ideas and push herself like she did back in the competition. If your boss is making jokes about firing you, you need to step up your game.

I agree with OM, he kind of did the same thing to all the ducklings in "The Itch," when they were doing the differential at the beginning and Taub asked why Cam was there.
