We dont know for sure as of yet. I believe the writers had House mention murder for two reason's. 1. Because House cant deal with the unexplainable.
2. They may be looking to bring back Lucas PI. Though I have not heard anything beyond the press relaeses at the beginning of the season stating hat they were looking into a spin-off starring Micheal Weston (Lucas).

They aren't. Kutner committed suicide DS and KJ both said int he interview after the episode aired that it WAS suicide. House was just trying to see what wasn't there in order to cope with the death.
No he was not murdered; House thought he could have been murdered because he was trying to deal with Kutner's death.
If he had been murdered House wouldn't have felt guilty, but because Kutner committed SUICIDE House feels guilty that he didn't notice anything since he has the gift of observation.
Clearly it was suicide but in real life you seldom usually die from shooting yourself in the foot carrier wise. I say Kutner did make himself the exception to the general rule of thumb in what he has done.
