If you're a beginner on Windows you can try Windows Movie Maker; if you work on a mac there should be the nice iMovie preinstalled on your computer. Then you should get a good song to choose as a soundtrack: it could be a song which talks about them, if you wanna show their complicated relationship. If you want to make a light video just choose a happy song. Ok, then you have to get the clips: the best thing is to have the episodes in divx format, but if you don't things can get pretty annoying: you must rip the eps from your dvd box with a good ripping program (google it), or download episode parts from YT (I wouldn't recommend this solution, though: worse quality and you're at risk of using someone else's work. This is bad).
Ok, now you have your clips and you've just chosen the right music.
Open your program and drag the clips in the storyboard: cut the scenes you want to show, throw away all the rest. After you've chosen all the scenes, hold them together with transitions. Is it what you wanted? Good. Now you can use some nice video FX... Don't abuse them, though: choose to apply an effect only if you think it can say something MORE about the images.
After you're done, export it in a good format: the best is mp4. Not so big files, you can post them everywhere on the net and show them to your friends because they're contained in a pendrive.
What clips? It depends on what you want to say: happy video=happy moments (do a little search, google house and cuddy best moments or sthg), sad video=sad moments and so on.
What music? the same as above... For example, if I had to make a video about Cuddy and House and how sexy she is at his eyes, I'd like to use "Sexy thing", an evergreen by Hot Chocolate... :)
