House. I think he stopped because he was afraid he might end up taking advantage of her. I mean she was vulnerable and he was THERE. So anything could've happened. So, he played the good guy and ended it.
My opinion at least.

You can even see the way he pulls away from her. You know he doesn't want to, but he knows he has to. He didn't stop because he wanted to stop, but because he cares about her and felt it was his job to stop it. Otherwise...
House started and House ended it.
People say sometimes that Cuddy started but you can clearly see House step forward. And you can clearly see House ended it, when he kind of grabs her arms and puts her back on the ground to stop himself.
Cuddy did thank him the morning after for not taking advantage , I would say thats a clear sign that she would have let him go on to other things , so yeh , he took the gentlemanly route and left . AHHHHHHHHHHHHHHHHHHHH !!!!!!!!!!!!!!!!!!!!!!!

This was such a sweet moment between them. Her thanking him awww. It shows her that he cares enough about her to stop when the moment isn't right. But I did kinda like the idea that she wanted more LOL.
