Because sunscreen does not stop the sun from touching you. Just like how you can get a sunburn while wearing sunscreen, a vampire (whether he glitters or burns) would still be effected by the sunlight shining down on him.

You see, vampires sparkle only in direct sunlight (*ignoring the fact that our atmosphere and magnetic field of the Earth stop most of the sunrays, so we are never on "direct sunlight" anyway - if we would be, we would all burn, not just (old-fashioned) vampires*), so shadow, clauds, or clothes can stop the sunrays. But sunscreen can`t because, you see, vampires can`t change and...um, you need to change to use sunscreen and...em, Meyer said......

It was because Meyer wanted uber special vampires and thus took away every single weakness that they have. This comes from the fact that I can't possibly believe that Meyer wasn't in the slightest familiar with vampire legends before she started writing. She takes too much from other Vampire authors to be funny. But anyways, she figured cutting their weaknesses was a good thing, but that is just poor writing.
