I'm going to say Valerie, because at this point her only purpose on the show has been to create relationship drama for Jim Gordon.
I almost picked Lee for a similar reason but Lee actually has interacted with other characters a little bit (Jerome, Ed, etc), so Valerie still gets my vote.

I think Oswald's dad was super important for Oswald's storyline even though he was barely in the show.

Mayor James also serves purpose for the show by being a foil for Mayor Cobblepot and/or being the victim in many of the antagonists' schemes.
