They would both be horrible, i think Viserys more as he is crazy, Joffreys just a spoilt little rich kid.

Viserys would be a bad king but :SPOILER ALERT!: Joffrey actually was a horrible king, he was a total cruel psychopath, who almost ran the whole kingdom into the ground!

A VERY hard choice, but I think the worst one would be Joffrey because Viserys seems to be more easily influenced.

^ I dunno about that. Kinda agree more with lakota, if Viserys got to the throne I think he'd start off by burning pretty much anyone he didn't like, which would be half of the Kingdom. At least with Joffrey you have Cersei and Jaime to reign him in a little, there is only so much damage a spoiled little brat can do.

But I'd have to go with Viserys. True, Joffrey is a sadistic psychopath, but Viserys is plain batshit insane. Joff would basically be like a lot of other evil kings, whereas Viserys would probably be a chip off his dad's block, the Mad King II or something.
His insanity, in the long run, could do far more damage than Joff's petty cruelty.

They both really, really suck, but Joffrey had Ned Stark killed. And he's also much more psychotic than Viserys. Also, Viserys won't really be influenced by other people. Meanwhile, Joffrey has his slightly lunatic mother, Cersei, his father, Jamie, who's cruel and will kill anyone to hide his and Cersei's secret, and is also an amazing yet vicious fighter, and Tywin, who's obsessed with the "family name", all "helping" him. All Viserys would have had is Daenerys, who really couldn't control him, and possibly Drogo, which could be bad, but Drogo's dead. Then again, so is Viserys. But Joffrey's alive, so... yeah.

Although Joffrey is a spoiled little bitch... He's not nearly as deranged as Viserys. Remember when Viserys told Daenerys "I would let his whole tribe fuck you - all forty thousand men - and their horses too if that's what it took." Just to get the throne back. I havent read the books so I dunno what treachery Joffrey will cause next.. But so far he has yet to hurt his siblings or family. He's not completely insane as Viserys was..

They're both truly evil and hateful people, and left to his own devices, I'm sure Joffrey would be just as bad or worse than Viserys. But Joffrey has family to advise him, who he occasionally listens to, whereas Viserys would do exactly as he pleased.

Joffrey is shockingly bad, but it seems his family have more control over him than he'd like to think, and therefore his power isn't as large as he'd like to think. Meanwhile, Viserys would listen to nobody and doesn't have anyone "above him", if you will. Like how we can see that Joffrey is scared of Tywin.

i think were used to seeing Joffrey as a bad guy because we see more of him but Viserys is ACTULLY mad and cruel. I would be like having the mad king back (which started the whole game of thrones because he made people angry and was overthrown.)

I say Viserys because he would do everything he wants but Joffrey is somehow controlable by his mother, by Tyrion and by Tywin and they temper his cruelty and make better decisions in his place.

^When did Joffrey realise that Dany could be a threat? It was Robert who realised that her marriage could prove a threat and ordered her assassination attempt in the first book/first season. From what I remember, pretty much the entire kingdom was ignoring any rumours of Dany throughout Joffrey's realm and long afterwards.

I think they'd both be atrocious rulers, but Joffrey could be slightly worse in an attempt to be hard and prove that he isn't a weak child king.
