He symbolise the bond between Anna and Elsa, for them he is the "memories keeper of the good childhood." Olaf leads Anna, Kristoff and Sven to Elsa's ice palace and then he finds the stairs. Then here comes the biggest reason why Olaf is important: He saves Anna. if Olaf doesn't exist, he wouldn't find Anna in the locked room, and he wouldn't light a fire for Anna, then Anna would never figure out that Kristoff loves her and she would never know what is is love. (with a man and with a family member.) So Anna would have been frozen and Elsa would have been killed by Hans.
This is why Olaf is important.
