Passive aggressive means of or denoting a type of behavior or personality characterized by indirect resistance to the demands of others and an avoidance of direct confrontation, as in procrastinating, pouting, or misplacing important materials. And yes Fluttershy is like in Hurricane Fluttershy and Dragonshy she was passive aggressive.

I wouldn't say she is constantly passive aggressive, but in some episodes she definitely is at certain times. Dragonshy and Putting Your Hoof Down are good examples.
