"Unlimited" Uploads?

So when I go to upload images to a spot, on some spots, it says Unlimited Uploads, and on some, it says I can only upload 20 images at a time.

This happens on the same browser. For the last month or so I've been using Google Chrome, and for a few of my clubs, it's unlimited image uploads, but for the rest (at least of the clubs I've gone on and checked), it says I can only upload 20 images at a time.

I was just wondering what's up with this. Does anyone know why there are unlimited uploads for some clubs and not others? Is this an issue that only I'm experiencing or does this happen to others as well? And is there any way to fix it?
