Can a suspended account get restored?

Please help me my friend got suspended, what can I do? And he said when he try to log in it says "your account has been suspended please don't create another account"

my acct has been suspended before and as you can see I got it back I just emailed them and asked if I can get it back. It took a few days but I did get it back. =)
