Consider that those countries are 'guarded' by other (bigger) countries. If all European countries gave up their military, Europe would be attacked in no-time. As long as one country has an army, most surrounding countries will have one too, the surrounding countries of the surrounding countries too etc. etc.

Though I agree, the world would be such a better place without war and armies.
