Toei Animation are responsible for DBGT. They were supervised by Toriyama-sensei himself, So I guess you could call it a joint effort.

The story? Who made it?

no one person writes the story. I'm guessing Toei's Writing staff. Also in the japanese credits for dbgt it says "author: Akira Toriyama". We all know he didnt write the whole thing, otherwise he would've wrote the manga first. But he did have a heavy influence.
