Why doesn't Donald Duck where pants?

This question has probably been asked on this club before, but I couldn't find it, so I'm asking it. I think that Donald Duck doesn't wear pants because he doesn't want to. My theory is that animals don't wear clothes to cover themselves up, like humans do, but that they wear them more as accessories that are purely optional. What do you think?
