Gaston never started out evil. He was just the village 'hottie' (man I hate that word..). He was adored by all, except for Belle and her father. He was so used to getting what he wants, and when Belle regected him, he couldn't stand it. Infact, I believe it drove him mad. But I do believe Gaston did love Belle to some extent. Maybe it's because she treated him differently, and didn't worship the ground he walked on like everyone else- which drove him into wanting her more.

Frollo's love for Esmeralda, on the other hand, wasn't love at all. But lust.

His lust caused him to burn a city to the ground, kill people, and do desperate things just to find the woman. He gave her the options of burning alive (if she didn't die of smoke first), or choosing him (and possibly become a sex slave). He also had other things against him, like genocide, murdering a woman infront of a church and nearly drowning her baby, taking in Quasi only to use him, etc.

...Comparing Gaston to Frollo is like comparing a kitten to a tiger.

Gaston LeGume is Dumb and Idiotic, But Judge Claude Frollo on the other hand is Clever, Intelligent and Cunning.
