I'd say for me it's a mix of Jafar, Tremaine and Ursula. Jafar in the way they go about their plans, Tremaine for similarities in the way they relate to their 'daughter' (trapping them and the attitude of being cruel, but acting like it's the 'daughter' causing problems) and some of Ursula in personality.
