That dress wasn't all that bad to be honest. It was more the awful hairstyle. It just makes her look gross and young.
AAAAND, the dress looked ok before the mice messed with it. They only needed to get rid of that awful ruffle at the bottom.

I think he noticed her because of the dress.

I'm sure he would. There were girls at the ball who had really lovely gowns, but he didn't notice them, because he noticed her... Romantic, isn't it!?

I remember when I was little I thought the pink dress was the most beautiful thing ever when she came down te stairs wearing it, until I saw her sparkly one a few minutes later.
But anyways, I think he noticed her because she came in fashionably late and wasn't mingling with people or waiting in line to meet him like all the other maidens. She was probably more mysterious/interesting to him. I guess her beauty doesn't hurt too, but I (the unpopular opinion) don't believe he fell for her because of her looks. There were plenty of other beautiful girls there that he wasn't noticing.
After they dance they're walking around outside for hours talking (they're not gonna be silent that whole time obviously) and getting to know each others personality. But I digress.

Well, if she still wear the pink dress, I think the prince will think she is just the same as the other girls do and feel nothing special on her.
With the sparkle dress, he feel she ws different with other girls, she is seen mysterious and interesting to him. (because he doesn't know who is she)
