Well, it's a no brainer. The Queen set the standart for every Disney Villain to follow (and for villains in movies in general, period) and to this day is still terrifying. Her transformation scene is particularly iconic.

The Evil Queen May be the most complex villain, but she’s a whole lot more interesting than Mor’Du. And she’s really well done especially considering the fact that she is the first Disney Villain (at least in a full length film).
