I think they could appreciate each other. They would understand what it feels like to be torn down for being who you are and not doing anyone any harm. Cinderella would comfort Mulan and give her hope, and Mulan would try to find a way to help make Cinderella's situation better. They might not be best friends, but they'd get along.
