I'm guessing you're asking if they should be 'allowed' instead of 'able'.

Privacy is a human right. A government should have a very, VERY good reason to breach that right, which they don't have in most cases. With permission from someone involved it's a different story, but overall people's privacy should be respected.

I do not think that the government should be allowed to listen to telephone conversations. I only agree that they can if they have very good reason to believe that you are intending to do harm to the nation.

Unless they have a VERY valid reason, definitely not.

I basically agree with Sappp. Privacy is a right that no person should violate without highly significant reasons.

It's an invasion of privacy, which is a BIG no-no.
It's as simple as that.

A criminal might be discussing crimes he will commit! This information is vital!

"A criminal might be discussing crimes he will commit"
Yes, or someone else might be discussing sex with their boyfriend. That information is not vital, and the govornment don't know which people will be doing before they do it. The fact that the minority of people may be discussing a crime on the phone in no way justifies giving the authority to invade people's privacy in my opinion. And how many people might sarcastically/jokingly threaten a crime in private conversation too?

Besides, with that logic where does it stop? If everyone had security cameras in every room in their house monitored by the police nobody would be able to get away with crimes either. Or if we were all strip searched and checked for weapons every time we left the house. I know they seem like extreme examples, but it's the same logic of denying everyone privacy with the excuse of crime prevention. I'd rather live in a world where crime takes place but I have my rights.

Yes, because what if there was a terrorist or something like that calling a friend to help him bomb a place? I think it would be a good idea for the government to only listen to the phones owned by people with a criminal record.

I guess that America doesn't need that, because their punishments are so strict, but we really need something like this in Norway. Not to all criminals, but to phedofiles, murderers etc.
