Guys!! i really need help...

OK...there's a guy! he's my neighbor...i'm in my home about 7 years now! i never felt so attracted to him like now! he's 3 years older than me (But that is not the problem) whenever i see him i just keep staring and acting like an idiot and i feel a bit dizzy! i don't know what's wrong with me! Honestly..he's hot! and i like him so much! i wanna tell him how i feel but i don't know how! last time i saw him with his friends...i kept staring at him and smiling like an idiot! he seemed so weird in that moment my thoughts about his look is "why the hell is she looking at me that way?!" or "i think she finally noticed me!" I don't really know! I NEED SOME TIPS

If he seems to respond in a positive way then maybe try to build a friendship with him. Then if that works later just tell him how you feel. He might be liking you, but doesn't know how to approach you. When you tell him (if you do) just be straight forward. If he comes back as rude then forget about him. (Yeah, that can be hard, sorry.)
