Umm...okay, I personally have't Cosplayed before but I'm going to in 2011, but that doesn't mean I haven't dressed up before...
First, decide who will cosplay as who (based on facial features and physical attributes, but also on who feels comfortable as who they're cosplaying as).
Second, learn about your character. Figure out your character's personality, how they interact with others, favorite sayings, or anything that can be used to define them (ie. DeathNote, apple, jam, candy...).
Third, you'll need a costume and makeup. You can buy costumes online from places like eBay or cosplaymagic.com, but making your costume can sometimes be better...
PROS and CONS of online VS homemade
Online costumes can be expensive, but sometimes homemade costumes can take up alot of money as well.
Online costumes can sometimes be exactly what you're looking for, but it doesn't nessarily mean that it will fit or come in the same colours (so beware when buying).
Homemade costumes will take a while to make -or you can get someone else to- while online costumes just take time for delivery.
Most cosplayers get benefit from their homemade costumes, but the end decision is up to you.
Wigs, contacts, and makeup may or may not also be needed and can be bought at local stores or online.
For wigs, make sure you know your head size because not all wigs are the same (and neither are heads). They don't have to be exactly as you want because they can be shaped, styled and cut (it's better to buy longer wigs than short ones if you're not sure, since they can be cut) and there are youtube tutorials on how to style and cut wigs.
Contacts can be bought the same way - but DO NOT share contacts: they will ruin your eyes, as well as darker eyes will need thicker contacts for a lighter eyecolour.
A little makeup can go a long way, to cover blemishes, give L his baggy eyes and Misa some masscara...
Lastly: HAVE FUN!!!!
