what do some of the lyrics in "Working Man" mean?

Hi Folks, obviously working man is about working in the coal mines, but I am trying to user stand some specifics, that maybe I don't get as an American.

specifically: At the age of sixteen years, oh he quarrels with his peers
Who vowed they'd never see another one

See another one .. what?

At the age of sixty four he will greet you at the door
And he will gently lead you by the arm
Through the dark recess of the mine he will take you back in time
And he'll tell you of the hardships that were had

Who is "he" that will great you by the door? What is this stanza all about ....
