what would happen if Katness didn't volunteer for Prim, and Gale was picked as the boy tribute in the first book? How would that effect this book, and the story?

That would completely change the story, the book is about Katness and Peeta winning the hunger games and falling in love! Please tell me your thoughts and ideas. I would really love to hear them!!!
