buffy and tara were really close, but tara was like a mother and friend to dawn when buffy wasn't around, and dawn really looked up to her. i also think she was the saddest when she died (besides willow obviously). oh and sorry if you're getting bored of my "besides so-and-so who cared about so-and-so the most?" tell me if you are.
