Computer question! Help me! :P

Okay, so recently I've decided I want a program or app that let's me create one big pictures of out several and then be able to make it pretty(something like the Dramione photo below).
Problem is though, I'm not quite sure what program to get and which is better...
Help please? *pouts*
P.S. I'd prefer a program I could get over the internet
